Academic Governance at the University Salah Boubnider Constantine 3
amirouche bouchelaghem
JURNAL EDUSCIENCE
University governance seems to have undergone many changes, often associated with economic and/or political crises. Until the 1960s, universities were mostly "ivory towers" run by academics and designed for a specific social category, the elite. In the case of Algeria, it is the government that intervenes in the financing and management of higher education institutions. The idea of reforming the governance of academic institutions is not a passing fad or a project linked to a power process or a party or union agenda. This idea has emerged slowly, with the deepening disintegration of the university system from within and the current emergence of a global transformation movement at the top of various institutions. This work aims to present the main characteristics as well as the strategy of the reform of Higher Education in Algeria. Keywords: University governance, higher education, scientific research, strategy, reform.

Human Governance Management in Islamic Higher Education Institutions
Madya Dr.(ph.d) Mohd Izham Bin Mohd Hamzah, Intan Fadzliana Ahmad
The role of a university now is no longer to produce a good man but that of a factory producing human resource to fulfil the needs of the industry. The university has diminished from the status of a centre of learning, becoming more utilitarian. This paper discusses leader ship style and its relation to the understanding of higher learning institution leaders on the role of universities. Corporate governance of such leaders has established universities as suppliers of mass generic product for the materialistic profit-orientated industrial market. The focus of universities has shifted from the enhancement of student quality to enrollment quantity bringing maximum profit gain with students as customers. The framework of administration is based on code and conduct as well as the limitations of guidelines (SOP, KPI etc.). This differs from governance that prioritises on the internal quality of insan at every level of organisation, from academics, administration staff to students (human centric). The orientation of a university should be to mould insan ta’dibi with spiritual strength and internal quality as well as good judgement. The framework of insan leadership administration is based on the potential of insan as unique individuals bearing internal human values and more pristine principles in managing organisations. The information in this paper is based on literature reviews and experience of the researcher as an educator and student. Universities should not place material returns (medals, status, money and ranking) as their main focus. This paper introduces the preliminary study of the need for further research in the area of education administration on the understanding and aim of universities among administrators of institution of higher learnings. Leaders in Islamic higher learning institutions should clearly understand the real meaning and role of a university that will enable them to apply human governance in the management of a higher learning institution. This paper also discusses the uncertainty of university leaders in implementing the corporate governance or human governance or insan leadership style in the management of an institution of higher learning.

University Governance: Empirical evidence from Tunisian Public Higher Education Establishments
Lotfi Belkacem
Revue gouvernance hiver, 2010
This paper investigates the way decisions are taken in Tunisian public higher education establishments. We focus our review on the ubiquitous but not well understood concept of "university governance". Despite the presence of a large body of literature about governance in higher education, the lack of empirical research led us to think that it would be important to "operationalize" the concept of "university governance" in an empirical survey. To do this, we tried to identify the factors which may increase or decrease, in a significant way, the odds that the decision-making process relates to a precise domain (pedagogic, scientific, institutional management or academic personnel), and that this process follows the characteristics of four decision-making models in current use: collegial, political, bureaucratic or anarchical model.

sulkhan chakim
International Journal of Education, Culture and Society, 2019
Good University Governance (GUG) is a concept adopted from Good Corporate Governance (GCG). At present, the study of Corporate Governance is a concept that has been implemented by large companies and is not a new issue when compared to the issue of University Governance, because previous studies on Good University Governance are still poorly publicized. The study of University Governance is not preceded by an important event about the bankruptcy of a college. Some researchers argue that Corporate Governance plays an important role in the supervision of companies related to corruption and bankruptcy cases. Likewise, the study of university governance makes an important contribution to the managers of higher education as one of the references in managing higher education institutions. This study asks how the policy implementation in the IAIN environment is from the perspective of Good University Governance (GUG). The approach used in this study is qualitative, namely interviews and documentation as data collection techniques. Meanwhile, the sample is a number of leading sectors in the State Islamic Institute in Indonesia.
